Mostly sensible apart from the rule that no "Elite" away fans are allowed at a "non-Elite" home ground although home fans are allowed.

Not allowing Elite club away fans doesn’t make any sense. They’re not more likely to have the virus based on which team they support.
Like you say, pretty much unenforceable (unless you have to answer a Yeltz history question on entry to the ground to prove your allegiance
