I'm not going to try to convince you of anything. It's your opinion. You're entitled to it. I disagree, that's all.

The issue is with the National League's refusal to relegate 4 from each Division at Step 2, not with the reorganisation at Step 3 (in my opinion).

Is it even fair to expect the National league to shed eight teams just to balance up our glut of divisions?
PS. TRM I too respect your opinion, I'm just genuinely baffled by any arguement for this change.

Probably not, unless they were expanding from 22 to 24 clubs per Division at the same time as a quid pro quo. It always struck me as odd that Step 1 had 24 clubs, Step 2 had 22 clubs in each Division, and Step 3 went back to 24, particularly given that the National League has no League Cup adding unwanted fixtures.

What's done is done. Nothings going to change now.
Wouldn't it be simpler to:
The top sides in the north and central promoted to national north.
The top sides in the istmian and south promoted to national South.
The second place sides in the north and central play off for promotion to national north.
The second place sides in the istmian and South play off for promotion to national South
