I'm no expert on grass/lawns but my gardening experience tells me that the weeds should have been eradicated BEFORE re-seeding.
And, just my opinion, but the amount and low height of cutting is not giving the grass time to establish.
Time will tell, of course.
Now where did I put my copy of to "How to be a Lawn Expert?"

I would like to know what has been done. I was under the impression that the topsoil had been scrapped off and then re-seeded , but that looks no better than it was last season with the weeds. Andy

All you say is correct. I can not believe that weed killer was not applied before the pitch was ripped up, that would surely be unthinkable. Even rotivating them in would not guarantee eliminating perennial and biennial weeds.

Without seeing the pitch first hand it would be unfair to comment, but it does look very sparse considering the perfect growing conditions we have had of late. If they are weeds in the picture (I cannot really see clearly on my phone), I'm afraid it would show that standard practices have not been carried out. Lets hope its not the case.

Andy. Does it look to you like the grass has been cut already? If so , has it been left too short ?

Welshy, the 'grass' has been cut several times already, and is still being cut on a regular basis - rightly or wrongly

When was that photo taken? The camera CAN lie, and the angle/distance isn't the best to judge, but it looks more to me like a pitch being "kept going" towards the end of a season than one in the midst of summer renovation.
