Having listened to the preceding bit too, I was reminded that the statutory limit on rail fare increases is RPI increase (in July) + 1% which means that the rail price increases next January will be limited to 3.5% ie 2.5% RPI increase + 1%

Surely it should use CPI rather than RPI as CPI excludes housing costs? The net effect using RPI being that if the price of mortgages increases this has the net effect of increasing the RPI and therefore has a direct effect on the cost of rail travel. Basing the rail price limit on CPI would remove this effect.
