Seems catered to the big 6 of the Prem to me.

Unless there is a requirement to have a proportion of England-qualified players (which would be illegal under EU rules), this is just a meaningless headline grabbing exercise
It will probably have the net effect of the largest clubs increaasing the extent to which they scout the entire world for young talent, split them from their families in the promise of vast wealth and then leave them disillusioned as young adults.
The B team squads would require 20 out of 25 players to qualify for the home-grown rule and no non-EU players would be allowed. Nineteen players would have to be under 21.
The commission also recommended a phased reduction in the number of non-home-grown players in Premier League squads from 17 to 12, reaching their target by 2021.
