what the announcement says is

It has been over 15 years since we left our Penns Lane site and we have had lots of upsets during that time in finding our own piece of land again. But we are know proud to announce our new set up exclusively on The Roms website.

I read that to say they have a new site identified, but that it is not yet ready to use. In any case, I am sure things will become clear in due course

They have confirmed that they were leaving Sutton too. So wonder where they will play in the meantime...

I believe the new site may be Lindridge Rd, Sutton
