The same site as above offers a optimised in terms of travel, league for Step 3.
Very unlikely to happen but an interesting list as below.

Tiverton 145
taunton 124 miles
plus st ives 100 miles to that plastic pitch craphole
the crap pitches of Alvechurch and Redditch and we still don t know what is happening from our good friends down the road,

Absolutely zero chance of this sort of league. The teams in the east have to be accommodated at this level whether we like it or not.

I completely agree, they cannot be excluded, they though fit as follows.

I suspect the team most unhappy with this would be Spalding, removed from the midlands & sent north. As you say very limited chances of this happening as the FA don’t like wholesale changes.

If the league ended up like that it will be a really tricky one to win. Bury will have loads of £ and don’t Dulwich have a massive following too?

You're right. Dulwich get ridiculously good crowds - typically over 3,000 and well ahead of the rest in the Isthmian League - and they nearly got relegated this season. With those crowds boosting the finances, they should be doing much on the field to match what they are doing off the field.

Are you thinking of Bury in Lancashire rather then Bury (St Edmunds), as I am not aware the one in Suffolk have a big budget?
